Annual Flat Utility Bills are due February 27, 2026

The City of North Vancouver supplies high-quality drinking water to its residents through a complex water infrastructure system. The City’s sanitary sewer system removes sewage and delivers it to Metro Vancouver for treatment.

The costs for providing water and sewer services are reflected in your annual utility bill. The rates are based on three key factors:

  • Costs paid to Metro Vancouver for the purchase of drinking water and wastewater treatment
  • City water and sewer system operations and maintenance costs
  • Long-term investment in asset management and resilience

More than 60% of the total 2026 utility fees are paid to Metro Vancouver to provide high-quality drinking water and wastewater treatment. The City uses remaining fees for annual operations to maintain the system and long-term investment in the utility infrastructure.

Residents have experienced an increase in their utility bill in recent years as a result of major cost overruns in the North Shore Waste Water Treatment Plant (NSWWTP) project led by Metro Vancouver.

Asset management ensures we are maintaining and replacing aging infrastructure while also investing in new systems to meet our community’s current and future needs. The City is investing in essential utility infrastructure, including maintaining and replacing aging water and sewer mains.

A minimum bill for 30 m³ per month will be charged if a lesser quantity or no water is consumed. Consumption figures on the bill are in cubic metres (m³).

Ways to Pay Your Utility Bill

View Your Account Online

Visit icity.cnv.org to view details about your account including utility transactions, balances, and billing summaries. Register and access your account using the account number and access code on your utility bill.   Banks and other Financial Institutions

Pay your utility bill through your financial institution in person, online, or over the phone using the 13-digit account number found on your utility bill (you may need to exclude the decimal point).

Your financial institution may assist on locating the Payee for the City of North Vancouver-Utilities and confirming processing times for your payment. The date of payment is the date funds are received by the City of North Vancouver.

 

   Mail

Mail in your payment by cheque payable to the City of North Vancouver.

For Annual Flat Utility bills, cheques must be received by City Hall on February 27, 2026. Cheques post-dated to February 27, 2026 are accepted, however please note that postmarks are not accepted as proof of on-time payment. For Metered Utility bills, please refer to the due date on the bottom of your bill.

Do not mail cash payments.

If your payment cannot be processed due to an error on a cheque, insufficient bank funds or a returned item you will be charged a return payment fee. Review the City of North Vancouver’s Fees and Charges Bylaw, No. 9000 for details.

Payments can be made in person by cheque, cash or debit at City Hall, Monday to Friday, 8:30 a.m. – 5 p.m. If paying by debit card, please verify with your bank that your daily limit is large enough to cover the transaction. North Vancouver City Hall is located at 141 West 14th Street, North Vancouver, BC V7M 1H9.

*Credit cards are not accepted for utility payment. 

City Hall Drop Box

A 24-hour drop box is available at the north and south entrances of City Hall to leave payments by cheque. Cash payments must be made in person. 

 

Late Penalty

If payment for your Annual Flat Utility bill is not received by the due date, a 5% penalty will apply to any unpaid balance after February 27, 2026. An additional 5% penalty will apply to any unpaid balance after April 30, 2026. For Metered Utility bills, a 5% penalty will be applied to any unpaid balance after the due date (refer to the due date on the bottom of your bill). Please note, the City does not have authority to waive or modify these penalty amounts.

NEW E-billing for Utility Bills

E-billing allows property owners the option to receive their utility bills by email, and view their utility bill details online. 

Property owners can register to receive e-billing for their 2026 utility bills. To register, you need your 13-digit Account Number and 6-digit Access Code, located on your bill. Learn more and sign up at icity.cnv.org

The service is also available to view your property tax account balance and payment history.  

Please note, you must register separately for e-billing for utility bills and property taxes. Registering for e-billing for one notice will not automatically register you for e-billing for both notices. If you have already registered for e-billing for property taxes and wish to also register for e-billing for utility bills, please visit icity.cnv.org and follow the steps to sign up.

Change of Address

It is important to keep your address current for property assessment and taxation purposes. 

Starting in 2026, all changes to metered utility bills will be sent to the Property Owner and will no longer be sent to the tenant. 

Residential and Commercial Property Owners: To change your mailing address please contact BC Land Title and Survey Authority (LTSA) directly at ltsa.ca/change-address or call 1-877-577-LTSA (5872).

Strata Corporations: To change your mailing address please complete this form. The completed form should be emailed to tax@cnv.org

FAQ's

1. What if I can’t pay my utility bill by the due date? 

If payment for your Annual Flat Utility bill is not received by the due date, a 5% penalty will apply to any unpaid balance after February 27, 2026. An additional 5% penalty will apply to any unpaid balance after April 30, 2026. For Metered Utility bills, a 5% penalty will be applied to any unpaid balance after the due date (refer to the due date on the bottom of your bill). Please note, the City does not have authority to waive or modify these penalty amounts.

2. Does the City offer a Pre-Authorized Payment Plan?

The City offers a pre-authorized tax and utility plan to make monthly pre-payments on your estimated bill. All 2025 tax and utility fees must be paid in full before enrolling in the 2026 Payment Plan. Learn more and apply at cnv.org/PrepaymentPlan.

2. What has caused the rate increase?

There are a number of drivers for the rate increase. The most significant driver is costs for the North Shore Waste Water Treatment plant. The majority of these costs are carried by residents of the North Shore.

  • The original cost projection for the project designed to serve 300k+ residents on the North Shore was $700 million, which was subsequently raised to $1.06 billion in 2021. In June 2024, Metro Vancouver approved an increase of an additional $2.8 billion to this budget, raising the total budget to $3.86 billion.
  • Residents of the North Shore are responsible for 37 percent of the costs of this project. North Shore residents represent seven per cent of the region's population.
  • This project budget has resulted in a projected 218% increase in utility rates over a 5-year period. 

Inflation and the impacts of climate change are also affecting everyone, including local governments. Costs of materials continue to rise, and increasingly severe weather events put additional strain on the City’s infrastructure. For example, the impact of severe weather events like the recent atmospheric river in October 2024 are straining the City’s sewer infrastructure, and ultimately drive the costs of maintaining and preparing our system against storms and surges to come.

3. What is the City of North Vancouver doing to protect ratepayers from this increase? 

City of North Vancouver staff have been working to understand and plan for the implications of the current estimates to complete the NSWTP on local taxpayers. Over the coming years, the City will be drawing on its utility reserves to limit utility rate increases and smooth the impact of cost increases on ratepayers, who will be assuming 37 per cent of the extra costs.

All three municipalities on the north shore have elected officials that sit on the Board of Metro Vancouver and have been advocating on behalf of residents given the tax burden as a result of the project.
