In 2023, the Government of British Columbia announced a range of Provincial Housing Legislation Updates to increase housing supply across the province. One of those rules, the Small-Scale Multi-Unit Housing (SSMUH) changes requires cities to allow up to 3, 4, or 6 dwelling units to be built on certain properties.
The City amended the Zoning Bylaw on June 9, 2025, to comply with Provincial legislation. The changes affected 19 zones encompassing 35 properties.
On November 27, 2025, the Province enacted Bill 25 to help remove barriers to building SSMUH in areas that have traditionally been limited to single-detached and duplex homes. The City must rezone any remaining single-detached and duplex zones and amend the Official Community Plan (OCP) to allow up to 6 dwelling units within 400 metres of frequent transit bus stops and remove minimum on-site parking requirements for those properties. The deadline to meet provincial requirements is June 30, 2026.
