Local Area Service Program

A Local Area Service is a cost sharing process for implementing desired neighbourhood infrastructure works such as sidewalks, curb and gutter, lane paving and street lighting. The property owners who directly benefit from the project pay a portion of the costs and the City pays the remaining construction costs.

Local Area Services may be initiated by the City, but are usually initiated by residents using a petition process set out in the Community Charter Interested residents are encouraged to contact the Engineering Department for advice and assistance.


Local Area Service Petition Process

  • A property owner completes a Local Area Services Request Form and submits it to the Engineering Department at City Hall either in person, by fax 604-985-8439 or email to eng@cnv.org.
  • A staff member visits the site to determine the feasibility and cost of the project.
  • If the project is feasible, a petition package is mailed to the initiating property owner. The petition package contains the names and addresses of the owners whose property abuts the proposed project, along with relevant costs.
