Local Area Service Program

A Local Area Service is a cost sharing process for implementing neighbourhood infrastructure works such as sidewalks, curb and gutter, lane paving and street lighting. The property owners who directly benefit from the project pay a portion of the costs. The City of North Vancouver pays the remaining construction costs.

Local Area Services may be initiated by the City of North Vancouver, but are usually initiated by residents using a petition process set out in the Community Charter. Residents interested in initiating a Local Area Service are encouraged to contact the Engineering Department for advice and assistance.

Local Area Service Petition Process

  • A property owner interested in a Local Area Service submits a completed Local Area Services Request Form and sends to the Engineering Department (by hand at Engineering Parks & Environment Department City Hall, by Fax to 604-985-8439 or by email to
  • A staff member will visit the site to determine the feasibility and cost of the project.
  • If the project is feasible, a package will be mailed to the property owner who made the original request. This will include a petition package containing the names and addresses of the owners of property abutting the proposed project,along with relevant costs.

The initiating resident(s) must obtain signatures on the petition forms from property owners in favour of the project. At least 50% of the benefitting owners representing at least 50% of the aggregate assessed property value must sign the petition in order for it to be deemed sufficient for consideration by Council.

Before requesting a petition, it is a good idea to informally poll your neighbours to determine if there is sufficient support.

Local Area Service Charges

If a Local Area Service is created, the costs to be recovered from each benefiting property are considered Local Area Service Taxes. The special charge may be paid at the first instance in the year following the calendar year when the service is installed, or may be included on the annual property tax notice and financed over a ten year period. The commuted value may also be paid in full at any time. Annual charges are equal to that amount required to amortize the single charge over a ten year period at an annual interest rate of 3% above the Royal Bank Prime Rate as of January 1st, May 1st and September 1st.
