Central Waterfront Development

The Central Waterfront Area will be about people - a gathering place vibrant with activity and amenities. City Council has approved "The Shipyards" to go to the next step in delivering a dynamic waterfront area for all to enjoy.

The Shipyards - Lot 5 Development Concept

In 2013, the City launched a community visioning exercise for the City’s Central Waterfront Area – defined as the area south of 3rd Street between Waterfront Park and The Shipyards. As part of this visioning exercise, a public information session was held in September  2013 at the Pinnacle Hotel, with over 300 members of the public attending, and a public survey was conducted, with over 900 respondents providing input. In addition, key stakeholders in the Central Waterfront Area were interviewed and a Brand Development Team was created with individuals representing the business community, residents and city staff to provide guidance, feedback and input on the development of a draft plan.

Lot 5 is a city-owned parcel of land located in the center of The Shipyards site. As part of the Central Waterfront Development Plan, a vision for Lot 5 was established to create a significant people place with active and interrelated public spaces offering year-round activities all of which are supported by a surrounding commercial development. To further clarify the vision, in April 2015, Council endorsed the Site Planning Principles to guide future development of Lot 5. In April 2016, the City secured a development partner for the commercial component of Lot 5 following an extensive Request for Proposal process.Quay Management Corp. has been chosen to develop the City's Central Waterfront Area and to deliver an interactive public space and commercial component.

On July 14 Council unanimously supported the Mission and Focus identified in the report, which will result in an area that will be focused on people, with year round programming, evening and weekend hours, culturally and historically rich and pedestrian friendly.
