Zoning Bylaw Livability Review for One-Unit and Two-Unit Residential Uses

Zoning Bylaw Amendment No. 8642 has been approved by Council

On July 23, 2018, Council unanimously supported amendments to the Zoning Bylaw to modernize regulations that control how single family dwellings and duplexes are built in the City. The amendments aim to improve the design and functionality of housing in One-Unit (RS) and Two-Unit (RT) neighbourhoods, while also facilitating more attainable housing options. This effort contributes to the implementation of the City’s Housing Action Plan, which established strategies to address the housing needs of City residents including the provision of attainable ownership options and increased livability in ground-oriented developments, including accessory suites.

A variety of Zoning Bylaw regulations were amended for RS and RT zones. For full information, please see the Staff Report provided below, as well as the Zoning Bylaw.

The approved amendments do the following:

  • Enable smaller lot single family and duplex developments;
  • Simplify the height envelope calculation and remove constraints on modern building designs;
  • Moderately increase the height envelope to enhance access to natural light and ventilation for accessory suites;
  • Permit non-habitable basements beneath coach houses to increase storage opportunities;
  • Reduce setback requirements to promote outdoor living and enhance neighbourhood streetscapes;
  • Encourage visitability and accessibility in single family and duplex developments;
  • Streamline development application processes, including the elimination of the Duplex Development Permit Guidelines; and,
  • Pilot a registry of coach house designs pre-approved by the City.
