Dispute Your Bylaw Notice


You can review your Bylaw Notice and photos of the violation at cnv.ezpayca.com.

The City will only consider a dispute of a Bylaw Notice for valid reasons. Bylaw Notices will not be dismissed for reasons such as:

  • You were unaware of the regulation
  • Others have not received a notice for a similar violation
  • You have never received a Bylaw Notice for this violation before

Important Timelines

Bylaw Notices must be paid or disputed within 14 days of issue. Once a dispute is filed, the amount owing will be placed on hold until the review process is complete. A paid Bylaw Notice or a Bylaw Notice already in collections cannot be reviewed.


How to Dispute a Bylaw Notice

You may dispute a Bylaw Notice using one of the following options: 

Online: 

Visit cnv.ezpayca.com, enter your Bylaw Notice number, and complete the online dispute form.

By Mail, Email or In Person: 

Complete the Bylaw Notice Dispute section on the back of your notice, then:
  • Mail it to the City
  • Drop if off in person, or
  • Take a photo and email it to bylaw@cnv.org

Next Steps

Once your dispute is received, a Screening Officer will review the evidence and either cancel or uphold the Bylaw Notice. You will be contacted once a decision is made. The review process may take up to three months, depending on the volume of disputes. The penalty will not increase while your dispute is under review.

If the Bylaw Notice is upheld, you may:

  • Pay the Bylaw Notice at the discounted penalty rate
  • Request an Adjudication Hearing

Adjudication Hearing

An Adjudication Hearing allows an independent, provincially appointed adjudicator to review the evidence and hear your input. Hearings can be in person, online or in writing, and the process may take up to one year to finalize.

If your Bylaw Notice is cancelled after adjudication, no payment is required. If your Bylaw Notice is upheld, a $25 Adjudication Fee will be added to the regular penalty amount. (not the discounted rate).

You may cancel your adjudication request at any time before the hearing by paying your ticket.


Keep in Mind

  • An adjudicator cannot reduce the ticket amount
  • The issuing Bylaw Officer does not need to attend the hearing
  • A $25 fee applies if your ticket is upheld after adjudication
  • You must submit a separate application for each ticket you dispute
  • A paid ticket cannot be taken to adjudication
