Requirements for Part 3 Buildings

The British Columbia Building Code provides up to three energy efficiency compliance pathways for Part 3 buildings, depending on the use and composition of the building.  In an effort to streamline the review of Building Permit applications for complex buildings, the City of North Vancouver has developed standardized application forms to assist applicants and designers in both clearly identifying and conforming to the chosen regulation.

  1. Design Verification Report
    The Design Verification Report is typically completed by the Coordinating Registered Professional (CRP).  The Report identifies the energy efficiency compliance pathway that has been selected for the project.  Further, the Report identifies the various Registered Professionals that will be responsible for designing to the selected regulation.
  2. Design Intent Letters
    For projects not seeking to comply with the BC Energy Step Code, the Design Intent Letters are completed by the Registered Professional of Record (RPR) for each relevant professional discipline in the design team.  In completing the Letter, the RPR is identifying that they are aware of the selected energy efficiency compliance pathway and have designed the building to be in general conformance with that regulation in their area of responsibility.
  3. Energy Intensity Report (Pre-Construction)
    The Energy Intensity Report (Pre-Construction) is only required for projects seeking to comply with the BC Energy Step Code.

Buildings containing a use identified in the table below shall be designed to the Energy Step Code Step indicated in the table:

Building Permit Applications must include a Design Verification Report and Energy Intensity Report (Pre-Construction), at time of Building Permit submission.

Upon substantial completion of the project and prior to Final Inspection, a Completion Report and an Energy Intensity Report (As-Built) must be submitted to the Building Inspector.

Buildings Containing Other Uses

Currently, the BC Energy Step Code does not apply to buildings (or portions of buildings) containing Group A (Assembly) and Group F (Industrial) Occupancy classifications. These buildings are required to comply with either ANSI/ASHRAE/IES 90.1-2022: Energy Standard For Buildings or the NECB 2020.

Building Permit Applications must include a Design Verification Report and Design Intent Letters, at time of Building Permit submission.

Upon substantial completion of the project and prior to Final Inspection a Completion Report must be submitted to the Building Inspector.
