Requirements for Part 9 Buildings

For Residential Buildings:

Newly-constructed residential buildings are required to demonstrate compliance with one of two Energy Step Code compliance options:

  1. Step 3, where all mechanical systems in the building are able to be classified as a low carbon energy system.
  2. Step 5, where the mechanical systems in the building are not able to be classified as a low carbon energy system.

Defined in the Construction Regulation Bylaw, Low Carbon Energy Systems means all mechanical systems in a building that provide thermal conditioning and domestic hot water heating such that the modeled Greenhouse Gas Intensity (GHGI) for the floor area of conditioned space of the Building is no more than 3 kg CO2e/m2/year.

Building Permit Applications must include:

  1. A completed Design Verification Report
  2. A completed House Performance Report (Pre-Construction) for Building Permits on or after July 1, 2021
  3. Energy Model (example: HOT2000 detailed report)
  4. EnerGuide Homeowner Information Sheet (if applicable)

Prior to or at Insulation and Vapour Barrier Inspection:

  1. A completed Pre-Drywall Airtightness Test for Homes (PATH) Form must be provided to the Building Inspector

Prior to Final Inspection:

  1. A completed House Performance Report (As-Built) must be provided to the Building Inspector

 

For non-Residential Buildings:

Newly-constructed non-residential buildings must show compliance with Section 9.36 of the BCBC. Building Permit Applications must include (at least):

  1. A completed Design Verification Report
