PROJECT UPDATE: Council moving ahead with next phase of the Harry Jerome Community Recreation Centre

The City of North Vancouver is on track to begin construction of the new Harry Jerome Community Recreation Centre (HJCRC) in mid-2022, with delivery projected for 2025. The next phase of the project will align with development of the surrounding Harry Jerome Neighbourhood Lands to mitigate potential financial risk. Staff are completing design development and will present the revised design to Council in April 2021. The HJCRC and its satellite building Memorial Recreation Centre will close at the end of 2021 so that redevelopment work can begin. As per City Council direction, discussions continue with Flicka Gymnastics on the feasibility of repurposing Mickey McDougall Community Recreation Centre as a gymnastics facility.

For the past several years, the scope for replacement of HJCRC and associated projects has been reviewed with much input from the public and stakeholders. An overview of Council direction related to the project scope and delivery is outlined below:

  • July 2018 - Council directed staff to proceed with detailed design and refined costing of the HJCRC facility and program.
  • November 2018 - Council requested that staff consider additional risk mitigation and cost containing strategies for the HJCRC project.
  • March 2019 - A report outlining potential cost reductions and risk mitigation measures was brought forward for Council’s consideration. The report was deferred at the March 4, 2019 Council meeting.
  • May 2019 - The deferred report was received and filed at the May 13, 2019 Council meeting. Staff were directed to undertake a Community Recreation Strategy, inclusive of HJCRC and associated projects.  

The Community Recreation Strategy – “A Healthy City for All – The Role of Community Recreation” is now complete, endorsed by Council on February 24, 2020. The endorsed Community Recreation Strategy represents the first phase of the strategy - future work will consider the provision of arts and cultural amenities and their benefits to community health and wellness.

Following Council’s endorsement of the Community Recreation Strategy, a prioritization process for each component of HJCRC was undertaken and on March 9, 2020 Council endorsed the following program for the redesign of HJCRC:

  • Multi-Purpose Rooms
  • Art Spaces
  • Youth Area
  • Preschool Space
  • Community Living Room

Aquatic Program

  • Leisure Pool
  • 26.5m 10-lane Pool
  • Diving 1m & 3m
  • Hot Pool & Amenities

Arena Program

  • Ice with spectator seating

Outdoor Program

  • At-grade Multi Activity Court
  • Skatepark

Associated Project

  • Silver Harbour Seniors Activity Centre

Redesign based on this confirmed program scope is now underway. The public and stakeholder input gathered since April 2017 will be incorporated into the redesign period. This input was gathered through an in-depth public engagement process which included four public input sessions, a survey, review of individual correspondence, as well as multiple meetings with several stakeholder groups to understand their aspirations for the new centre.

We look forward to keeping you updated as we refine the design to reflect the revised program. An update on the redesign is anticipated in mid 2021.
