Changes begin to improve parking access across the City of North Vancouver

Work starts today to improve parking reliability, fairness and access to homes and businesses in North Vancouver, as the City begins implementing the Curb Access and Parking Plan.

Parking changes, including pay parking in commercial areas and an expanded resident parking permit system, will begin Wednesday, September 17, 2025. Implementation will occur block-by-block in Lower Lonsdale this month, move to Central Lonsdale until mid-October, then expand outside core commercial areas to conclude mid-November.

New regulations will be active once parking signage changes are made to a block. Residents and visitors are advised to check applicable parking signs when using a space for the most up to date regulations.

In April, City Council endorsed the Curb Access & Parking Plan, which aims to better meet the curb space and parking needs of community. The plan is based on two years of community feedback, along with regional best practices and a focus on improving safety, accessibility and reliability for everyone.

“We’ve heard from residents—especially those who have accessibility needs or young families—who can’t access the parking they need, and we’ve heard and seen how high demand for parking and curb space is causing residents and visitors to circle blocks seeking available space. This is a particular issue in Central and Lower Lonsdale, where parking is often completely full,” said Jennifer Draper, Director, Transportation. “These changes are designed to make parking more reliable in high-demand areas, to better support businesses with improved curb space and parking availability, and to introduce fairer policies so more people can access parking when and where they need to.”

Changes being implemented through this plan include:

  • Introduction of pay parking in high-demand commercial areas to encourage turnover and parking availability;
  • Expansion and changes to the resident parking permit system to prioritize residents finding parking near to where they live;
  • Additional short-term loading zones to keep traffic flowing; and
  • More accessible parking spaces in busy areas and key destinations.

Parking Rates

In areas with pay parking, the first 30 minutes will be free, and the next 30 minutes will be $1.00. Parking longer than one hour will be $3.00/hr during the daytime (9am-6pm) and $2.00/hr during the evening (6pm-9pm). Parking is free from 9pm-9am.


Residential Permit Program

The resident parking permit system is expanding to most streets in Lower and Central Lonsdale, with residents newly eligible able to apply starting today. Permits will be available to all residents living in a permit zone, regardless of housing type, at a base cost of $8.33/month. Each household can get up to two permits, with the second available for $12.50/month. Short-term permits will continue to be available for visitors and contractors, and permit offerings will also be expanded to include a low-income rate and an option for home care support workers. 

Permit parking will also transition to a neighbourhood zone approach, allowing permit holders to park anywhere in their permit zone, including accessing space around the corner from home or a block away.
