Quadreal Property Group have submitted a development application that proposes a comprehensive redevelopment of the existing Capilano Mall site.
This development application requires an Official Community Plan amendment for the proposed height and density. This means that the City will lead a thorough review process, that includes referrals to City committees, government agencies, First Nations, and relevant community groups, as well as an extensive public engagement process. The review also considers community benefit and alignment with the 2022-2026 Council Strategic Plan vision, the Metro Vancouver Regional Growth Strategy, and other City policies.
This comprehensive process of review and refinement takes place before the application reaches City Council for consideration and a final decision.
Community Engagement
Engagement with community members and interest holders is key to the City’s review of this application, and is undertaken in different formats and stages. In the early stages, engagement is led by QuadReal Property Group to seek early input and help shape their concept. As the concept develops and has been introduced to Council, City-led engagement takes place.

Developer Information Sessions
An applicant-led session to introduce an upcoming or existing development application in its early design stages. The applicant gathers input through surveys, questionnaires, and direct comments. A summary report is submitted to the City and staff use this to request responses and changes to the application to ensure key community concerns have been addressed in the application. Developer’s Public Consultation
This is a public forum where the applicant presents their proposal and community members can ask questions and share feedback. The forum is facilitated by a third-party and City staff are on hand to help answer questions.

City Led
Public Hearing
A formal public hearing organized by the City and held in front of Council. Residents and interest holders can voice their opinions by joining the in-person hearing or through written submissions.
