Information from the May 5, 2009 Open House at the Harry Jerome Recreation Centre

The Planning Division would like to receive input from the community on the three possible ways of providing parking access for the Western Avenue properties (west side), the results of which will be forwarded to Council through a Policy Committee Meeting. Council had requested that staff elicit community input on how to provide access to rear yard parking as a policy tool for potential multi-family development at the 0.75 floor space ratio. This rear yard parking access policy would address the remaining issues for the Western Avenue Planning Study.

The City is required to give parking access to new developments that have successfully been through a rezoning process at City Hall. There are three overall approaches or scenarios presented where driveway access is given to redevelopments. Each one provides for a different level of privacy and transition for the Chesterfield Avenue residents.

Option 1: Conventional Lane Dedication This option would result in 10' being required to be dedicated to the City by each adjacent property upon redevelopment. This option may not result in a full lane dedication for a considerable length of time and driveway access may be granted from the street on Western Avenue as an interim solution. By providing driveway access from the street, the street would be less pedestrian friendly with driveway interruptions to the sidewalk on Western Avenue.

Option 2: Lane Dedication from Western Avenue This option would result in a total lane dedication of 20' from the Western Avenue properties through redevelopment. This option would provide lane access to parking as the redevelopments would come forward, with interim street access. The temporary driveway access would be removed once full lane access was achieved. This would enable Western Avenue to ultimately maintain a pedestrian priority over vehicular access on both sides of Western Avenue.

Option 3: No Lane This option would not provide any lane access, but would provide some permanent shared driveway access from Western Avenue. This option would not be the most pedestrian friendly, as there would be driveway cuts in the sidewalk.
