New! Pre-Drywall Airtightness Test for Homes (PATH) Rebate Program

The City is now offering a $300 rebate to support mandatory mid-construction blower door tests for Part 9 buildings. To apply for the PATH rebate, complete the PATH form with your Energy Advisor and submit to the Building Inspector at the time of the insulation and vapour barrier inspection. A number of rebates are available on a first-come, first-served basis while funds last.

For Residential Buildings Greater than 1200 sq.ft.:

Newly-constructed residential buildings are required to meet Step 3 of the BC Energy Step Code. 

Building Permit Applications must include:

  1. A completed Design Verification Report
  2. A completed House Performance Report (Pre-Construction)
  3. Energy Model (example: HOT2000 detailed report)
  4. EnerGuide Homeowner Information Sheet (if applicable)

Prior to or at Insulation and Vapour Barrier Inspection:

  1. A completed Pre-Drywall Airtightness Test for Homes (PATH) Form must be provided to the Building Inspector

Prior to Final Inspection:

  1. A completed House Performance Report (As-Built) must be provided to the Building Inspector

For Residential Buildings Less than or Equal to 1200 sq.ft.:

Newly-constructed small residential buildings are required to meet Step 1 of the BC Energy Step Code.

Building Permit Applications must include:

  4. EnerGuide Homeowner Information Sheet (if applicable)
