Resident & Visitor Parking Permits

The City has a Resident and Visitor Parking Policy that's used to manage the demand and supply of on-street parking within the City.

Residents may obtain a permit for themselves and/or a visitor or contractor to utilize on-street parking on the block of their residence and be exempt from any parking time restrictions for up to 72 hours. These parking privileges are granted based upon, and subject to, the conditions outlined in the policy.

Existing Permit Holders: Activate Your Account

In July of 2022, the City introduced a new user-friendly online platform to make it easier for residents to apply for and manage their residential parking permits. If you have an existing account you will be notified via email prior to the expiry of your permit requesting that you renew.  If you are new to the system, please follow the steps below to create an account so that you will be able to access, view and manage your permit(s):

  2. Click Sign up and create an account 
  3. Review your permit information 

New Permit Requests

To apply for a new parking permit:

1. Verify your address is eligible for a permit

Refer to the map below for the location of all resident parking zones in the City, and addresses that are eligible to obtain a permit for a designated parking zone. Enlarge your view of the map below or open map in a new window – click on your resident parking zone to get its number. You'll need to include the zone number in your application.


2. Verify vehicle eligibility

Vehicles must meet the following eligibility requirements, per the Resident and Visitor Parking Policy:

  • Has a Gross Vehicle Weight (GVW) less than 4500 kgs
  • Is shorter than 6.1 meters
  • Is not a trailer

3. Create an account and apply

Visit cnvpermits.ezpayca.com to create an account. You'll need to provide the following information:

  • Your name, phone number, and email address.
  • Your residential address; this address must match that on your ICBC registration for the vehicle you are looking to purchase a permit for. 
  • Information about the vehicle to be registered, including vehicle model, license plate, and ICBC registration number. 
  • For commercial/company vehicles: a letter from your employer stating that you are currently employed and use the vehicle for work.

Please note: If you're applying for visitors, contractors, or special homecare medical parking permit, along with your resident information you'll also need the information of the vehicle owner who will use the permit.

Staff will review your application within five (5) business days to let you know if you've been approved for a permit. Once staff have approved your application you'll receive an email with directions on how to purchase your permit online. Your permit is active and valid only after successful payment. 

The City reserves the right to amend the policy, to refuse a permit per the policy (i.e., Sections 3.1 and 3.3, including reassessment following redevelopment of a lot and/or other changes to the on and off street parking availability on a block), and to limit the amount of time a permit is granted for.

Resident Parking Permit Zones

There are two types of resident parking permit zones in the City, marked with different signs as follows:

  • Anyone can park for up to 2 hours between 9am and 6pm, with or without a permit.
  • Residents of eligible addresses with a permit may park for up to 72 hours.
  • Other posted parking and stopping restrictions must be followed.

  • Only residents of eligible addresses on this block with a permit, car share vehicles, and people with disabilities may park between 9am and 6pm for up to 72 hours.

Renew and Manage Existing Resident Parking Permit

Each year, residents with an active permit will receive an email approximately one month before your permit is set to expire with an invitation to renew. When renewing your permit, you will be required to provide the same information as when you applied so that we know you are still living at the same address, have your correct vehicle information, and can confirm your account information.

Obtain Special Permits

Permits are available for visitors, contractors, or special homecare medical providers to park in designated resident parking zones. Individuals applying for these permits will need to provide documentation to confirm they know or are providing services to a resident with an eligible address in the designated permit zone.

Getting Started 

Where can I locate available permits online? 

  • Log in at cnvpermits.ezpayca.com.
  • If you have a permit, upon login you'll see a link to ‘Add New Permit’ above your current or previously active permits.
  • If you don't have an existing permit, upon login you'll land on the ‘View / Add Permits’ page that will list all available options.
  • If you're on another page, select the ‘View / Add Permits’ tab from the top of the page to view available permit options.

Where can I locate my ICBC registration number?

You'll need this number to apply for any permit. To find your registration number, view the Owner's Certificate of Insurance and Vehicle License, which should be kept in your vehicle. In the example below, the registration number is circled on the right.

Account

How does enforcement know I hold an active permit?

Your permit is a digital record which is shared in real time to parking enforcement personnel through their wireless handheld devices. Your license plate number is the indicator to the officer that you are a valid permit holder and not in violation.

How do I change/update the phone number or email address on my account?

Since either your phone or email is your login, if you change this information you'll need to create a new account. To create a new account, click the ‘Logout’ tab, then click ‘Sign-Up’ and enter a new phone number or email address. If your old account holds any active permits, contact the City at bylaw@cnv.org or 604-982-8302 to have your permits transferred to the new account.

How do I reset my PIN?

To reset your PIN, click the 'Reset PIN' link on the login page, then enter your PIN code. This will reset your PIN immediately. Note that for security reasons, all credit cards related to the account will be removed during PIN reset.

How do I update the License Plate associated with my permit?

As outlined in the Resident and Visitor Parking Policy, parking permits are not transferable. Your vehicle is still eligible for a permit (assuming vehicle registration is associated with the same eligible address) but requires a new vehicle permit registration be made through your account on cnvpermits.ezpayca.com

Why can't I see my Permit when I log into my account?

To access your existing account, you MUST log in using the same method (i.e. phone or email) that was used when creating your account. If you use a different phone or email you'll be creating a new permit account that isn't linked to your existing permits. Check your original login information to be sure.

 

Payment

How do I add or delete a payment card?

Once you're logged into your account at cnvpermits.ezpayca.com, select the Payment Tab. Select 'Add Card', then enter and save your new card information. To delete a card, choose the card you wish to remove, then click 'Delete Card'. Note that it's not possible to edit an existing card.

Can I pay for other people's permits?

Yes. Click 'Add New Permit' and fill out the application with the permit holder’s information. Once approved, you will receive an email confirmation with payment instructions.
