Life Safety Upgrade Program

There are more than 400 multi-unit wood frame residential buildings located in the City of North Vancouver, many of which provide some of the most affordable rental housing available in the region.

In 2009, the City responded to the concern related to fires in older wood-frame residential buildings by reviewing the fire and life safety of this type of housing. Over several months, a staff Task Group used a variety of approaches to receive input from the general public, tenants and building owners. As a result of this process, Council received a recommendation from the Task Group to enhance the Life Safety Systems in 326, pre-1992, multi-unit wood frame residential buildings. Council endorsed the recommendation as a cost-effective means of detecting a fire, alerting building residents and providing a signal to the Fire Department. After addressing the provincial and legal aspects of the policy, the 'Life Safety Upgrade Bylaw' was adopted by City Council on February 28, 2011.

Under the new bylaw, owners of multi-unit residential buildings built prior to 1992 must apply for a Life Safety Upgrade Permit by January 1, 2014. For further information, please see the related documents listed below.
